Silver Spring is Montgomery County's second downtown and the fifth most populous place in Maryland, with 81,015 residents at the 2020 census inside 7.91 square miles. Its employer base leans federal and institutional. The FDA's White Oak campus sits at the eastern edge, NOAA consolidated its headquarters into four high-rise buildings near the Metro station, and the American Nurses Association, Urban One, United Therapeutics, and Global Communities are all based here. The Paul Sarbanes Transit Center moves close to 60,000 passengers a day, the busiest bus terminal in the Washington region.
Underneath that sits a genuinely different economy: independent restaurants, retail, clinics, salons, contractors, and small professional firms serving a dense residential population. The two economies fail differently. The institutional side runs on contracts and flow-down insurance requirements. The street-level side runs on foot traffic, and its largest uninsured exposure is usually the time it spends closed rather than the thing that closed it.
