In Old Town, the water is a business risk.

Alexandria is two commercial markets sharing a zip code. Old Town is small business at street level: restaurants, retail, galleries, and professional offices in buildings that are often two centuries old. Retail vacancy there sat at 5.8 percent at mid-year 2025 with visitor traffic up 4.6 percent year over year, which is a genuinely healthy street. The other market is office, 18.9 million square feet citywide running a 21.6 percent vacancy rate, with 3.7 million square feet approved or already converted to residential over the past decade.

Old Town flooding is the exposure owners underrate most. Tidal flooding along the waterfront is routine enough that the city has a mitigation project in design, and standard commercial property policies exclude flood. That is not a technicality. If water comes up through the street and into your ground floor, your property policy is not the one that responds, and the income you lose being closed through a peak weekend is usually larger than the physical damage itself.

The buildings compound it. Replacement cost on a two hundred year old structure is not what a modern equivalent would cost. Ordinance and law coverage matters when a rebuild has to meet current code, and it is frequently carried at a token limit or not at all. A lot of Old Town leases also put more of the building on the tenant than the tenant realizes.
